The vision of the Strategic Infrastructure Projects (SIPs) Skills Plan (Skills for and through SIPs, Chapter 1, 2014: 26) is skilling South Africans for SIPs and through SIPs. A core principle in this regard is that building people's skills is as critical as building physical assets. The notion occupation—and the organisation framework for occupations (OFO)—is of particular importance for the SIPs Skills Plan.
In order to estimate the skills required (Skills for and through SIPs, Chapter 2, 2014: 37-39) for the 18 approved SIPs, the occupational needs of a typical prototype project had been considered.
The scarce and critical skills required were determined (Skills for and through SIPs, Chapter 2, 2014: 41). In order to determine the skills gaps (Skills for and through SIPs, Chapter 3, 2014: 47-53) the methodology included consideration of the flow of staff per occupation:
