The National Youth Policy 2020 claims it “is part of a rich legislative and policy framework” (§4.5, p. 5). The dreary performance of youth development institutions is due to a lack of clear coordination of existing programmes, is said (§4.7, p. 9). The NYP 2020 policy proposals (§7.1, p 16) for economic participation of youth and transformation include the identification of the “skills that learners require to prepare for the world of work” and consultation of employers “to understand their views and needs”—two primary notions of more than a century good cooperative and work-integrated education (CWIE) practice. A number of interventions (a to h, p. 18) are listed, among others (d) work-integrated learning opportunities to be made available at workplaces and to be funded through Skills Education Training Authorities (SETAs).
